Background

All Ceylon Cigarette Tobacco Barn Owners' Association (Barn Owners’ Association) is an association of the barn owners registered with the Ceylon Tobacco Company PLC (CTC). CTC is the subsidiary of British American Tobacco (BAT), holding the monopoly of cigarette manufacturing and sales in Sri Lanka.[1] As of 2019 February, Jayantha Egodawela was the President of the Barn Owners’ Association.

Tobacco Related Activities by the Barn Owners’ Association

Opposing Divisional Level Tobacco Control Efforts

District and Divisional agriculture officials received a letter written by J. Dadallage, the Prime Minister's Public Relations Advisor dated 26th August 2017. The letter referred to a meeting held on 16th August 2017 at the Public Relations Division, Prime Minister’s office with the Barn Owners Association. Dadallage requested the officials to stop the field level efforts to transfer the tobacco farmers from tobacco to alternative non-tobacco crops.[3]

Meetings with the Ministers of Finance

Meeting with Minister Ravi Karunanayakae

The members of the Barn Owner’s Association met the Minister of Finance Ravi Karunanayake in March 2017 to object to the government’s plan to eliminate tobacco cultivation.[4]

An appeal to the Minister of Finance Mangala Samaraweera

On 22nd March 2018, The Barn Owner’s Association handed over an appeal to the Minister of Finance Mangala Samaraweera regarding the proposed tobacco cultivation ban.[5]

Letters to the President and Prime Minister

A Media Briefing against the National Forum on Tobacco Cultivation Elimination

Centre for Combatting Tobacco organised a national forum titled Tobacco Cultivation in Sri Lanka- The Past, Present and the Future to disseminate its research findings on the stakeholders’ perceptions on the government’s plan to eliminate tobacco cultivation by 2020. The Barn Owners’ Association organised a press briefing on 16th March 2018 in response to the National Forum and criticised its findings. A Bodhi Pooja Against the Ban on Tobacco Cultivation
